We document conduct; the employer decides
A collector records what happened. Deciding whether a refusal occurred is the employer’s responsibility and is not delegated to the collection site.
We are not the DER or the MRO
Those are separate roles with separate duties. If a consortium or third-party administrator runs your programme, the programme decisions sit with them.
